What's going on with him? - Adults please!?

I've been seeing this guy for a good two months now, nothing official. When we first met we decided that neither of us wanted fwb (friends with bennefits) but we werent sure what we wanted. Well now it's turning into just fwb. I invite him out to the bar and it's always some excuse, but if i invite him to my house after 9pm, he'll come and we'll hook up then he leaves. But all day he's textin/calling/im'ing me. Anything. Its just so weird. Theres a 7 year age difference with us (hes older.) I dont get it!! Any insight on this?
