How do I write a Cover letter for a community service opportunity?

I want to send a cover letter along with my application for a position at the courthouses; it would involve isting people at the Self-help centers. I have a paralegal degree but I really do not know how to write a community service cover letter. I have a few cover letters I already wrote and sent but they are not applicable for this type of position.
